Obtaining
To unlock this goat you need to grab the floating blue thing in Uncle Fred's Workshop located to the right of the skate park and the left of the art gallery.
Special Power
If you press R while looking at (e.g) a building, the goat will stick his tongue to it, and when you jump in the air or rag doll you will go flying towards it.

This goat is a reference to the game 'A Story About My Uncle," a game published by Coffee Stain Studios and developed by Gone North Games.
